Firstly, you were quoting upgrade prices, not full retail prices.
Office Pro is around $850
Office Premium is the top of the bunch and contains everything in all the
others plus Frontpage 2000 and Photodraw 2000.
It's price is around $1200.

Well then, either
a) You're wrong
b) He's lying
c) He extremely generous and doesn't mind losing lots of money
d) It's an illegal copy (not necessarily known by the store)
e) It's an OEM copy (OEM copy are sill the full editions)

Of course the upgrade is cheaper.
Of course OEM versions are cheaper - but you have to buy a new computer to
qualify for that.
