I wholeheartedly agree with Mr. Chadderdons notion that substantive motions should be considered during live meetings due to their nature.
However, the PM does not require us to abide by that best practice, it merely recommends it.
To another point that has not been raised, the Policy Manual §1.08.3 states: "Ballot access expenditures may
only be authorized by the Executive Committee, and the total expended cannot exceed the budgeted amount."
As such, in order to move along business according to the bodies will, I will be calling a meeting of the Executive Committee for Sunday, August 24th, immediately proceeding the LNC Special Meeting for the purposes of considering the Redpath motion.
Prior to entering into business, I would like to hold an informal meeting of the entire LNC (post adjournment), for the purposes of discussion before calling the ExCom meeting.
As such, I will rule that the email ballot is currently out of order as only the ExCom is authorized to commit ballot access expenditures.
Mr. Secretary, please send out appropriate notice.
