Subject: Updated National Bylaws, Convention Special Rules of Order, JC Rules of Appellate Procedure, and Policy Manual

Pursuant to Article 18 and Article 8.3 of the National Bylaws and after a thorough audit of the minutes and email ballots going back to the 2024 Libertarian National Convention, and after updating all of the above to be current as of July 2, 2026, I have attached them in two separate documents.  The updated National Bylaws, Convention Special Rules of Order, and Judicial Committee Rules of Appellate Procedure are contained in one of the documents, and the other contains the updated Policy Manual.  As always, please apprise me of any discrepancies with the wording of actions officially adopted by the National Committee or National Convention where applicable in either document.  Should the current Judicial Committee Rules of Appellate Procedure be overturned by a 2/3 vote of the National Committee pursuant Article 8.3 of the National Bylaws, I will revert the Judicial Committee Rules of Appellate Procedure in the relevant document back to the 2022 Judicial Committee Rules of Appellate Procedure.

I greatly appreciate your time and diligence committed to going through all the draft minutes and the hours of video from past meetings to compile an up-to-date policy manual Mr. Secretary! That is a mighty feat and extremely valuable to have that policy manual updated. 

I'm curious - the December 2025 6-7 LNC meeting only has video recordings posted online with no draft minutes available. The first link (part 1) is broken and doesn't link to any video. Were you able to get that recording from staff as a part of your review? When could we get that updated onto the website for our members to view?

Upon review, I have received a correction from Mr. Latham with respect to the amendment of Rule 3 of the Convention Special Rules of Order.  While I correctly updated the body of the rule, I failed to update the title of the rule.  I have since fixed that and am posting the corrected version here.
