Aloha! 

I have been asked by a few individuals whether the attached dossier and foreign influence investigation is related to the data breach investigation. It is not. 

It is the fruit of a separate and distinct internal investigation into foreign influence around the LNC and various state parties. It explores overlapping leadership roles, foreign influences, opacity, and patterns from the network. The conclusions and recommendations are unrelated to the data breach. 

I hope this helps to clarify the scope.
