Dear Colleagues,

I am moving the following motion which is somewhat time-sensitive as the US LP must designate its representative for the International Alliance of Libertarian Parties first International Congress by January 26th, 2026.

The IALP Congress shall convene on February 26th, 2026, and I would like to represent the LNC as the US representative. This would allow me to propose any and all amendments, resolutions, motions, and business on behalf of the LNC. This resolution would allow me to do so up to and including the February 26th, 2026 congressional meeting.

I ask for your support before the deadline.

Resolution on the Delegation of Authority for IALP Congress
 
WHEREAS, the Libertarian Party of the United States is a Full Member Party of the International Alliance of Libertarian Parties (IALP); and

WHEREAS, under the IALP Constitution and Bylaws, only Member Parties may exercise certain rights at Congress, including but not limited to proposing constitutional amendments, nominating candidates for the Executive Committee, voting on all Congress business, and proposing changes to the Declaration of Principles, branding, and other matters; and
 
WHEREAS, the Libertarian National Committee (LNC) has plenary authority over the affairs of the Party and may delegate such authority as it deems necessary; and
 
WHEREAS, the LNC wishes to ensure that the U.S. Libertarian Party is fully and effectively represented at the upcoming IALP Congress while maintaining clear accountability and oversight;
 
Now, therefore, be it resolved that:
  1. The Libertarian National Committee hereby delegates to the Chair of the Libertarian Party full representational and participatory authority to act on behalf of the Party in all matters relating to the IALP Congress scheduled to convene on or about February 26.
  2. This delegation expressly includes, but is not limited to, the authority to:
    1. Propose amendments to the Constitution of the IALP, including those required to be submitted at least thirty (30) days prior to Congress;
    2. Propose and submit nominations for candidates for positions on the IALP Executive Committee, including those required to be submitted at least thirty (30) days prior to Congress;
    3. Vote on behalf of the Libertarian Party on all matters before the IALP Congress, including but not limited to:
      1. Constitutional amendments;
      2. Executive Committee elections;
      3. Applications for new membership;
      4. Amendments to the IALP Declaration of Principles;
      5. Proposals relating to the branding, name, or logo of the IALP;
      6. Any other resolutions, motions, or business properly brought before Congress;
    4. Propose amendments to the IALP Declaration of Principles;
    5. Propose changes to the branding of the IALP, including its name and logo;
    6. Introduce, amend, merge, withdraw, or otherwise manage any proposal or motion during the course of Congress proceedings, consistent with Party principles.
  3. All actions taken pursuant to this delegation shall be:
    1. Consistent with the Libertarian Party Statement of Principles;
    2. Consistent with the Bylaws of the Libertarian Party of the United States; and
    3. Subject to any specific directives or limitations adopted by the LNC.

  4. The Chair shall:
    1. Provide the LNC with timely written notice of all constitutional amendment proposals and Executive Committee nominations submitted on behalf of the Party prior to Congress;
    2. Provide a comprehensive written report to the LNC within a reasonable time following the adjournment of the IALP Congress summarizing:
      1. All proposals introduced or supported;
      2. All votes cast on behalf of the Party;
      3. The outcomes of elections and major decisions; and
      4. Any other material actions taken pursuant to this delegation.
  5.  This delegation of authority shall automatically expire upon the final adjournment of the IALP Congress convened on or about February 26, and no further authority is granted beyond that point unless expressly renewed by the LNC.

Mr Chair,
In light of the January 26 deadline to appoint the representative, how would it not be appropriate to entertain a nomination period for this role?

I am seeking cosponsors for a motion to hold an OPEN ELECTION for LNC Representative at the IALP Congress, following a 3 day nomination period.

Since the chair has already unilaterally introduced the prior motion, I encourage all board members to vote against it when started, and for the secretary to promptly initiate this motion if it receives the necessary cosponsors, to ensure that there is sufficient time to collect nominations and complete the election phase by the chair's mentioned deadline of Jan 26.

I had asked the Secretary to wait on my ballot as I contact Jim Lark to inquire if he is interested in representing us.

I have no issue with a nomination period and shall defer to the board if the body wishes to solicit other interested members.

If only you could have started the motion that way instead of assuming that nobody else might think it appropriate to have an election for a position for which you are seeking to have the full authority of the LNC delegated to you. 

Why is it that the idea for nominations only comes to mind with you after your attempt to promote yourself into the role without even so much as the endorsement of a cosponsor is called out and a motion for such is put forward? 

Your claim that you have no issue with it is undermined by the fact that you just took unilateral action to avoid that possibility, nor did you have issue with it still 2 days after your motion when you directed the secretary publicly to move forward with it.

I appreciate you holding your request for an email ballot while you discuss with Dr. Lark. However, I must raise a Point of Order.  I believe both your motion and the subsequent motion made by Mr. Chadderdon on selecting a new LNC representative to the International Association of Libertarian Parties (IALP) are out of order for violation of the Policy Manual - Article I Section 1.14 (1-5) on International Representatives. 

Section 1.14 — Other Matters
1) International Representatives
The LNC may appoint one (1) or more individuals to serve as International Representatives, subject to the following:
1. The title is honorary, and does not convey any binding authority, unless specifically delegated by the LNC;
2. The International Representative serves at will and may be terminated by either party at will without cause;
3. The terms of service are from appointment until termination and will not be tied to LNC terms of office;
4. Expenditures for this position may not be made without advance approval by the LNC; and
5. The purpose of this position is to establish and maintain mutually beneficial relationships between the LP and its international counterparts.

Dr. Jim Lark (Virgina) was appointed as the LNC International Representative in 2014 and has continued to serve in that role since that appointment. In fact, Dr. Lark has made regular reports to the LNC as the LNC Representative to the IALP. His most recent report was in May of this year. Unless Dr. Lark has resigned or this board seeks to remove and replace him, I believe these motions are out of order.

I would also say that, given the new duties and authorities assumed to the representatives by the IALP's potential new Constitution, the LNC Policy Manual likely needs an update to Article I Section 1.14 by this board.

I don't believe a motion is nesessary for the Chair to reaffirm to IALP leadership that Dr. Lark is the LPUS representative.

Hello All,

I have had the opportunity to speak with Mr. Jim Lark, an esteemed colleague of mine who I have had the pleasure to serve with on the LNC, and whom was also once the Chairman of this board. Mr. Lark was instrumental in getting the IALP off the ground in the early days and is currently involved in several international groups; he insists that it would be customary for the Chair to take on this position to represent the LNC in the Congress. I have also spoken to colleagues on the IALP, and they too believe the Chair should take on the roll for this specific event. 

With that said, I do believe there will be an opportunity for Mr. Lark, and anyone else who expresses interest in participating, to do so in a volunteer or official capacity within the IALP.

As far as the Point of Order, I believe both my motion and Mr. Chadderdons motion's are in order due to the fact that LNC may appoint an "international representative" in accordance with the policy manual, however, this position is honorary and does not convey binding authority unless specifically delegated by the LNC, which means that a motion is required to grant authority. As such, I rule both mine and Mr. Chadderdon's motion's in order.

I will be moving forward as it is of a time-sensitive nature, with less than 10 days for the position to be filled before the deadline.

Mr. Secretary, may you please start the ballot and take note of Mr. Chadderdons motion.
