We have an LNC email ballot.  Votes are due to the LNC List on this email thread by 11:59 pm Pacific Time on January 27th, 2026.


Motion: 
Move to create an ad-hoc Supplemental Messaging Committee populated with the following members:

 - Chase Oliver
 - Kyle Davis
 - Rob Yates
 - Casey Crowe
 - Amanda Griffiths

They shall be empowered to, alongside the social media committee, post statements across our social media accounts, as well as submitting articles and communications to the APRC.
These communications shall be primarily focused on the topics of ICE, Immigration reform, and governmental abuses. 

Their statements must be in-line with the platform of the Party and our Statement of Principles, and their statements shall be subject to APRC review.

I move to amend this to replace the language "They shall be empowered to, alongside the social media committee, post statements across our social media accounts, as well as submitting articles and communications to the APRC" with "Thall be a working group that offers the communications director suggestions for social media posts."  This committee is unnecessary and can potentially be disruptive.

A question was raised as to whether an amendment, or even a motion to substitute, can be made while an email ballot is actively in progress.

RONR does not give us guidelines on electronic balloting. RONR treats out-of-meeting voting as an exception that only exists when an organization's governing rules expressly authorize it. As such, the controlling authority here is the LNC Policy Manual. 

The Policy Manual structures email ballots as follows: it is vote-first and vote-only, except where the manual explicitly allows otherwise (a defined process to allow debate, and the defined objection-to-consideration window). What the manual is silent on is any mechanism to run amendments/substitutes inside an active ballot. There is no procedural recognition process, no order of competing proposals, etc. There is no functional mechanism provided for processing amendments.

As a practical matter, email ballots are structured such that the LNC is effectively required to act as a quasi–committee of the whole during the “workshopping” phase prior to co-sponsorship, and then move directly into balloting. 

RONR provides that when a vote is being taken, it is not to be interrupted once members have begun voting.  Once the ballot has been started and votes are being cast, the body’s task is to complete that vote under the authorized process.

Accordingly, once a ballot is in progress, it must continue until completed as outlined by the Policy Manual.

I rule that once an electronic mail ballot has been initiated, amendments and substitute motions to that question are not in order within that active ballot. During the ballot, members may (a) debate as outlined in the PM, (b) vote/abstain, (c) change their vote as permitted, and (d) object to consideration within the time window specified in the Policy Manual. Any revised language must be offered as a new motion for a subsequent ballot after the current ballot closes.

Dear Chair and LNC Members,


I raise a Point of Order that the current email ballot to create an ad-hoc Supplemental Messaging Committee focused on ICE, immigration reform, and governmental abuses — with proposed members including Kyle Davis and Amanda Griffiths — is out of order and the ballot should be terminated immediately. [1]


The Chair is requested to rule the motion out of order for the following reasons:

  1. The motion proposes to grant direct posting authority on official Libertarian Party social media accounts to individuals who have publicly expressed or associated with positions inconsistent with the Party's foundational Non-Aggression Principle (as affirmed in the Statement of Principles and the membership pledge required by Bylaws Article 4, Section 1).

  • Content published on The Torch (edited by proposed member Amanda Griffiths) explicitly states that "The Non-Aggression Principle is woefully outdated at best" and calls for it to be replaced.[2]
  • Proposed member Kyle Davis has posted statements on X appearing to justify armed resistance against government agents enforcing laws (e.g., “shoot back”,  "If you're my neighbor and someone kicks your door in to take you from your home... I'm stopping them. If that means with my guns, then it means with my guns"). [3]
  • Such positions conflict with the membership pledge, which requires certification that one does "not believe in or advocate the initiation of force as a means of achieving political or social goals," and with the Party's Statement of Principles.
  • The motion explicitly requires that committee statements "must be in-line with the platform of the Party and our Statement of Principles." Appointing individuals who have publicly opposed or undermined these core tenets creates an inherent conflict and substantial risk that the committee will produce messaging inconsistent with those requirements, rendering the motion self-contradictory and improper.
  1. The motion grants committee members direct posting authority on official Party social media accounts, in violation of the LNC Policy Manual's Social Media Policy, which places management of official social media under the Communications Department and requires staff oversight/approval for posts. [4]   This bypasses the established controls and authority of the Communications Director.
  2. Granting official messaging authority to individuals with documented public positions conflicting with the Party's core principles risks significant reputational harm to the Libertarian Party, as official posts would carry the Party's imprimatur while potentially reflecting views at odds with our foundational commitment to non-aggression.


The proposed motion therefore violates the Bylaws, the spirit of the Party's Statement of Principles, and adopted LNC policy, and should not be considered.


If the Chair rules this Point of Order not well taken, I give notice of intent to appeal the ruling to the Judicial Committee.
