Harmonize cumulative voting language in Proposals 8 and 13

Colleagues,

Noticed that the language in Proposal 8 - Alternative Voting Procedures adds a new sentence to authorize the convention's use of cumulative voting.

... and the language in Proposal 13 - Restructure LNC authorizes the convention's use of cumulative voting this way:

It's not urgent but at some point in the future I'd like this committee to harmonize the language in the two proposals. Favoring brevity, the latter version is my preferred phrasing.
