Dr. Moulton,

I may be willing to sign on as well, though as an alternate I'm not sure that I can.

Assuming I can sign on, then I'd prefer to see the language "...either members of an affiliate party..." rather than "...either members of the affiliate party they represent...". This would prevent someone from being a member of one affiliate party and claiming national bylaws eligibility for any affiliate party.

I would like to see the language:

replaced with

"...either members of the affiliate party they represent..."

Mr. Secretary and Mr. Chair,

Now that the minimum of two committee members have signed on to this
minority report (Dr. Moulton and Mr. Logan) as well as an alternate (Mr.
Bracco), it satisfies the bylaw 11.6.b requirement of two members of the
bylaws committee. Please add this minority report to the end of the
report with committee proposals.

It doesn't need to go out with the survey; however, it should be
available for delegates to see.
