Proposed amendment to the pending re-structure LNC proposal attached.

For some background, have linked a YouTube video on cumulative voting queued up to the point where the narrator discusses the issue (note that board majorities voting off board members with minority viewpoints is not unique to boards populated through cumulative voting, as those familiar with past LNC boards populated by plurality, approval, and so-called "straight" voting can attest).
