Why is the InsufficientCapacityException::fillInStackTrace method synchronized?

{ return this; }

(Also true of TimeoutException::fillInStackTrace, presumably for the same reason).

Good point.  I think this probably came from copy and paste from the Java code (i.e. retaining the signature).   I'll remove them.
