Unfortunately there is some kind of spam issue with signups for the LLVM mailing lists and subscription have been temporarily disabled (https://lists.llvm.org/pipermail/llvm-dev/2021-March/149027.html). I’m cc’ing Tanya, perhaps she knows if it is possible to add people manually.
I *think* you should still be able to post a patch on Phabricator (https://reviews.llvm.org) even if you are not subscribed to llvm-commits.

However, I don’t think you need that mailing list to ask for review, just add reviewers from Phabricator’s interface.

how subscribe instead. Unfortunately that note is missing from
