We have just received confirmation that Brushy Mountain Bee Farm is
donating an English Garden Bee-Ginner's Kit to be raffled off at the
Jan. 21 event in Philadelphia.

Is there any precedent for, or logic for or against allowing/
encouraging people to purchase raffle tickets before the event?
