Membership and eligibility to vote

Currently the LJCPA Bylaws (renumbered III.1) say that "An individual may become a Member of the LJCPA if the individual attends at least one monthly or special meeting of the LJCPA and submits a valid membership application to the Secretary demonstrating he or she is an Eligible Member of the Community".

The new Council Policy 600-24 does not allow attendance requirements, but do allow LJCPA to verify that prospective members satisfy one of the three eligibility criteria (residing in LJ, owning or representing the owner of property in LJ, owning or representing the owner of a business in LJ). They also do not allow terms for membership, except for loss of eligibility.

I propose that we reword the Bylaws to define

  • eligible members, namely anyone who meets the requirements, and
  • registered members, namely anyone who has (a) completed a form affirming that she or he meets at least one of the eligibility criteria, (b) provided contact information including a valid email and US Mail addresses, and (c) provided documentation to verify eligibility, if the Membership Committee requests it.

As is currently the case for "membership", registration will take effect 28 days after the necessary form, information, and documentation are submitted.

Registered members will then be eligible to vote at membership meetings and in Trustee elections, and to be candidates for Trustee positions.

LJCPA should require all current "members" to register under the new procedure.
