Configuração do pom.xml

Bom dia, agradeceria orientação para configuração do pom.xml. Me parece que o spring não consegue importar os jars respectivos.

Failure to transfer javax.servlet.jsp:jsp-api:jar:2.1 from https://repo.maven.apache.org/maven2 was cached in the local repository, resolution 

will not be reattempted until the update interval of central has elapsed or updates are forced

entre outras failures.

Como posso configurar o spring tool suite para poder importar todas as jars faltantes ao projeto?

Obrigado, consegui o que precisava. Para resolver este problema basta ir no console superior do spring tool suite / Window / Preferences / Maven e desabilitar (Do not automatically update dependencies from remote repositories. E tudo volta a funcionar. abraços
