Map View marker pin panning edges of Map

In “Map View”, if I pick up the marker pin on the map and move it around, the map does not shift around when I’m at the edge of the screen.  I have to zoom OUT and then IN to see the surrounding areas.  Then, zoom-in order to choose my specific location.

Please explain what you mean by edge of map is it then stuck?
I think this is how the google map works

when you move the pin to the edge of the map you have to let go of the pin befor you can drop it on your destination because your destination is way off of the map.
