Scrollbar in IE9 does not work

I'm using the scrollbar in a site and in IE9, it doesn't work. It
appears when it should and the size seems to update, but I am unable
to scroll with it.

it in IE9)

I can confirm this in my IE9. Scrolling with the scroll wheel still works,
but dragging the bar just selects text.

I was able to correct this after updating Prototype from 1.6 to 1.7.
After the update, it works in IE8, IE9, FF, Safari, Chrome.
