Designer - Design View vs Master Pages

Couple of questions:

What is the difference between Adobe LiveCycle Designer "Master Pages" vs. "Design View"?

In Adobe LiveCycle when I switch to Designer mode, I see a Design View and a Master Pages tab. I noticed in Master Pages I cannot see the Design View objects like an Image Field.
In Design View I can see the Master Pages which has an image field added to it.

Also how do I apply CSS to my form in Adobe LiveCycle Designer?

Master pages allow you add objects that will appear in the same position throughout the form design. (from the Designer help).

Think of the Master Pages as a page underlay that you place your Design View objects on top of.   That underlay repeats on every page.  Your Design View objects are laid out over top of the repeating master page images.
