AEM form - Static objects and text not editable

I have some AEM forms that needs some changes to static text. I am not able to make any edits to the static text since I have the Lock Text under Edit menu disabled. Any ideas on how to get it enabled so that I can unlock text? Fields are editable and no problem with that.

Did you try double clicking the text field?  I think lock text just makes it harder to accidently modify things,

Yes, I did, no luck. I cannot change any text. Here is the screenshot of the form settings where it says 'Lock Text' and 'Lock Static Objects'.  I want to unlock them so that they are editable.
