Check - Packages deploying to publish environment

Hi Fred/Team,

I am moving my packages to higher environment from Dev author to Test publish and stage author from package manager.

We have below packages to download and install/deploy in higher environment

ui.libs , ui.config, ui.apps, ui.contexfaforms - immutable 

ui.content, ui.content.it , ui.content.forms - mutable

Above all packages we deploy in higher environment author. 

Can we skip/not neccessary any of above packages when we are deploying to publish environment? and why ?
