auto adjusting height in fields with columns of text below

is there a way to set up a xdp so that when form fields in the upper part of the form auto-expand vertically to accommodate data, that the columns of text below will naturally break to the next page(s)?  I've tried a lot of different ways to try to get this done without any satisfying results.
