Hey guys,
I think Duane's post may introduce some confusion. There is a
permission that is specific for page manipulation. However, page
"extraction" (i.e. extracting one or more pages from a protected
document into a new document - protected or not) is never allowed as
an option. Here are the two permissions that illustrate the point:
CHANGES_ALL_EXCEPT_EXTRACT_CONTENT - Page extraction is never allowed.
CHANGES_INSERT_DELETE_ROTATE_PAGES - Pages may be added, deleted and
rotated in a protected document (using Acrobat).

The policy owner can determine that such is allowed (anonymous policy with rights for copying etc. but unless you can satisfy the policy - there is not even a notion of "pages". Just an envelope that look s like a PDF on a filesystem filled with AES encrypted cyphertext.
