How to restrict use of 15-Previous Password

Can you please help me??

1. How to restrict use of previous 15-password?
2. I have installed skype in linux machine but not running. Error msg is "failed to execute child process "skype" permission denied.

Please give me some solution.

Share more detail like, how did you installed this skype. Try to find the skype binary and run that binary from bash shell prompt and see , if you are getting any error. I guess, you are missing some library. Try to reinstall latest version of skype and share more detail.

Please give me some solution.
