PATTERN OF ASSISTANCE FOR RELEASING GRANT-IN-AID PART - A : FOR RECOGNIZED DELHI STATE LEVEL SPORTS ASSOCIATIONS

The following norms for releasing grant-in-aid out of the funds of Department of Education are being proposed.

1.                       Grant-in-aid shall be given only to state sports associations registered under the Societies Act or Indian Trust Act. This grant shall be given only to those associations which are promoting sports and games activities in Delhi / organizing and participating in events / compethions outside Delhi but (or Delhi's Sports persons.

2.           The list of office bearers of the Associations shall be submitted while applying for grants. Only State level Associations shall be entitled for such grant.

3.                       While applying for grant, the associations shall have to furnish the latest audited statement.

4.                       The ceiling for release of grants shall be a maximum of - Rs. 25.00 lakhs

(Rs.Twenty five lakhs) only per annum.

5.                       Fresh grant shall not be released to any association unless the utilization certificate is submitted by the organization in respect of the earlier grants~aTong with the Audited Statement of Accounts.

6.           The association to whom grant is to be released shall be required to disclose the ' other source / institutions / sponsors from which any sort of financial assistance either in the form of grant or in the form of loan has been obtained for the same purpose.

7.                       The grant shall be utilized by the association for the specific purpose for which it is sanctioned & no diversion shall be allowed.

8.                       The grantee associations will maintain a register of assets in Form GFR - 40, under GFR 190 (2) wherein all assets of permanenv value and machinery and equipment having a life of not less than 5 years, should find place. Relevant extract of this register should be appended to the annual statement of accounts of the organization showing progressive figures (both stores and value). This register shall be checked by audit authorities.

'J. The association shall not dispose off, without prior approval of the authority, which sanctioned the grant-in-aid, any asset (s) acquired wholly, or substantially out of the grant by the department.

10.     The account of all Grantee institutions shall be open for inspection by the
department and Directorate of Internal Audit, Govt, of NCT of Delhi.

11.     The grant-in-aid to the associations shall be considered and released on
project / event basis & not on a year to year basis.

12.               The grant-in-aid to an association shall be released in a financial year for all purposes only once.

13.      The Grant-in-aid shall be given to the association on the basis of specified items of expenditure along with estimates.

The grant-in-aid may be given for the following purposes :-

k(a)     For organizing coaching camps,

v(fj)    For incurring expenditure in participation and organizing official National

A   Championship and Stale Championship.

\6j      For other items relating to purchase of sports equipments, material.

14.               The accounts of Association shall be subject to the Audit of Comptroller & Auditor General of India and Die. Of Internal Audit of Govt, of Delhi. The cost of such audits will be borne by the Associations.

15.               The Associations shall maintain all such reports, statements in respect of the expenditure met from grants released under the pattern of assistance, as may be prescribed by the Govt.

16.               The Grant for the subsequent years will not ordinarily be sanctioned until conditions laid down under OFR arc complied with fully. The association shall exercise all possible economy in the working, specially in respect of expenditure of Govt.

17.               The Association shall be bound to submit time to time such reports, statements etc. in respect of expenditure from the grant as might be required bv Govt, of Delhi.


18.     The Associalion shall maintain proper accounts for the grants received from Govt, of Delhi, Govt, of India and other sources.

EXTENT OF AID;

1.       To meet all expenditure with regards to:-

(a)        Organizing coaching camps: - Grant-in-Aid upto Rs._35/- per head per day. Number of coaching camps permissible: Four per annum

(b)        Organizing Delhi State Championship: - Grant-in-Aid upto Rs. 250/-per head with a maximum ceiling of Rs. 25,000/- per annum.

© Participation of Delhi teams in National Championship :- Grant-in-Aid upto Rs. 2,500/- per head. Number of teams permissible: Four per annum.

(d)     Organization of National Championship in Delhi :-

(i) Grant-in-Aid upto Rs. 300/- per head with a maximum ceiling of Rs. 60,000/- for senior championship.

(ii) Grant-in-Aid upto Rs. 250/- per head with a maximum ceiling of Rs. 50,000/- for Junior championship.

(iii) Grant-in-Aid upto Rs. 200/- per head with a maximum ceiling of Rs. 40,000/- for Sub-Junior championship.

(iv) Grant-in-Aid upto Rs. 150/- per head with a maximum ceiling of Rs. 30,000/- for Mini championship.

(e) Procuring sports material:- Grant-in-Aid upto Rs. 20,000/- per annum.

PART B : PROMOTION OF SPORTS AMONGST THE DIFFERENTLY ABLED PLAYERS OF DELHI

State sports associations in Delhi who are promoting sports and games amongst the differently abled players which include intellectually disabled

ayers, physically challenged players and deaf and dumb players will also be ,:uible for grant.

The pattern of assistance will be as follows:

1.      To meet all expenditure with regards to :-

(a)        Organizing zonal games:- Grant-in-Aid upto Rs. 25/- per head.

(b)        Organizing District games:- Grant-in-Aid upto Rs. 100/- per head.    *>'

(c)        Organizing State games :- Grant-in-Aid upto Rs. 600/- per head.   "**

(d)        Participation of Delhi teams in National Championships :- Grant-in-Aid upto Rs. 2,500/- per head.

(e)        Organization National Championships in Delhi :- Grant-in-Aid upto Rs. 1000/- per head with a maximum ceiling of Rs. 3,00,000/- per annum.

(f)         Participation of Delhi teams in International Sports meets :- Grant-in-Aid upto Rs. 20,000/- per head.

(g)        Procuring sports equipments:- Grant-in-Aid upto Rs. 2,00,000/- per annum

PART - C   :- Grant to Delhi Olympic Association for participation of Delhi Team in National Cannes :- Gruui-in-Aid upto Rs. 5,000/- per head.
