ORDER
In Supersession of all the previous orders, the Administrative Cell of Centrally Sponsored
Scheme-‘Inclusive Education for Disabled at Secondary Stage (IEDSS) of the Ministry of Human
Resource Development, Govt. of India, (Implemented by the Directorate of Education, Govt. of N.C.T. of
Delhi) is hereby reconstituted.
The Administrative Cell will implement and monitor the IEDC Scheme in pursuance of the
Persons with Disabilities Act, 1995.
The Administrative Cell will function with the staff transferred in diverted capacity till the posts are
created and filled.
The Special Teacher, Special Education Teachers and EVG counselors will work as District
Coordinators of IEDC Scheme in all the districts of the Dte. of Education.
Following Officers/ Officials are posted in diverted capacity in the administrative cell, IEDC. They
will continue to draw their salary from the offices/schools where from they have already been drawing it.

The above District Coordinators and zonal coordinators will discharge the following duties under the
administrative control of IEDC. They will remain under the daily supervision of the DDEs of their
respective Districts:

Collection and compilation of the data of children with disabilities for onward transmission to the   
IED Cell.

Participation in the meetings of the Heads of the schools with the DDE.

Conducting meeting (S) of teacher Incharge of IEDC  
.
Providing academic input for holding various co-curricular activities for disabled children.  
.
Collection, compilation, preparation and display of material for sensitization programmes.  
.
Providing all kinds of assistive guidance to the Heads of Schools for the welfare of CWSN  
.
To physically assess the basic problems and requirements of CWSN studying in the schools of   
DoE for onward transmission to the IED Cell.  
.
To assist authorities in the collection of data of out of school CWSN  
.
Organization of Assessment and Distribution Camps for CWSN  
.
Any other duties assigned by DDE-IEDC and DDEs of their Districts from time to time.

Since the above officers / employees have already been assigned the dual duties of IEDSS and IE
(SSA), no additional duty in normal circumstances be assigned to them so that they can devote full
attention to the allotted work for the welfare of CWSN except election or statutory duties.
