Outbound rate limit to Office 365 domains

Hi guys,
I made some researches about how to limit the number of messages, sent by Postfix, sent to Office 365 domains.
Our mailing list is quite plenty of Office 365's addresses and, despite domains are different, everyone relies on the same Office 365 mail exchanger.
We often got this message:
said: 451 4.7.500 Server busy. Please try again later from [x.y.k.z]. (S77714) [LO2GBR01FT010.eop-gbr01.prod.protection.outlook.com] (in reply to end of DATA command))
I applied some "gentle" and "turtled" rate limits for specific domains (ex. yourdomain.com) but I was looking about how to rate limit everything TOWARDS the same MX (or towards a specific remote subnet).
