Can't connect with analog line used

I'm trying to set up the following configuration:

A Linux box with an internal ISDN adapter (asus)
and a modem connected to one of the analog lines
in the isdn box .

The modem is used for dial in, and the isdn (SyncPP)
as a gateway to the internet (via ip-masq).

When dialing to the internet (isdnctrl dial ippp0)
everything works ok.

However when a remote machine is connected via
the analog line to the modem, i can't connect
its sais the lcp timed out).

I've hooked up a phone to the analog line (to simulate
a connection) and when the isdn tries to dial i hear
a lot of noise on the analog line.

Any ideas ?
