Frame Relay problems with Pipeline 220

I'm trying to configure a Pipeline 220 for a frame relay connection to
UUNet. The connection comes up and everything seems to be working fine
but I cant get any traffic thru. Have about 50% ping drop rate and if
any packets are closer than 1 second apart, nothing gets thru.

As far as I can tell, my Frame Relay seetings are correct. My FR
profile name is consistent and my DLCI is correct. Link Mgmt is set to
T1.617D and MRU is 1532 (though I have problems pushing very small
packets as well.)

The T1 checks out on loopback test. No errors.

I'm running 8.0-101.0 code on it. Had problems with previous versions
of the firmware as well.

I'm set with ESF framing, B8ZS encoding and ANSI FDL. Using all 24
channels and the line as the clock source.

Connection Profile IP options specifies 0.0.0.0/0 for WAN alias and IF
address and the IP of the remote end with /32 mask for LAN address (I
guess that is similar to running IP unnumbered on a cisco)

Default Route is set to the IP of the remote end of the Frame relay.
Same IP as the LAN Address of the Connection Profile IP options.

What else do I need to look for other than a sledge hammer?
