The Lisp side of the new ethernet code is ready for another review -- (Draft) PR #2418, the branch for it is nhb-fix-ethereventfn

It would be helpful to have people

(a) review the source changes, and
(b) try building loadups and running with the new code, even though the ethernet will not be enabled.

New sysouts should not get into a situation where they prompt for a PUP host number, (\ETHER-AVAILABLE) should be NIL, \MY.NSADDRESS should be 0#0.12345.0# and \MY.NSHOSTNUMBER should be (NSHOSTNUMBER 0 5349 0) [these are equivalent values, and are the numbers that BVM chose back in early days for the case where there's no ethernet hardware]

The maiko side of the PCAP ethernet is operational, and works with the new Lisp side, but needs some effort to make clean commits - or maybe it'll be one big one!
