Announcement: lisp-stat OCI image

Gents,

It's always been difficult for newbies to get started in Common Lisp because of the development environment setup, so I've created ls-dev-image which is an ubuntu based OCI container with SBCL, quicklisp, emacs, slime installed. It is intended as an easy way for new Common Lisp developers to get started.

Questions, comments, suggestions and bug reports are welcome.  See a short blog post about it for details.
