Quickbuild projects are reversible, adjustable traffic safety improvements that can be installed relatively quickly. Unlike major capital projects that may take years to plan, design, bid and construct, quick-build projects are constructed within weeks or months and are intended to be evaluated and reviewed within the initial 24 months of construction. Typical quick-build type improvements include:

Upon completion of the Quick-Build Toolkit project, every remaining intersection on the Vision Zero High Injury Network will receive core treatments, including crosswalk upgrades, daylighting, advanced limit lines, pedestrian head starts, and longer walk times. Additional screening will be done to identify intersections needing signal head lens upgrades, painted safety zones, and turn calming.


The public and neighboring stakeholders will be informed of these projects prior to construction and will have the opportunity to provide input at a public hearing. Additionally, the SFMTA, through its Vision Zero Safe Streets Evaluation Program, will analyze projects pre- and post-implementation to review outcomes and determine design effectiveness. These findings will be reported to the public on the SFMTA website as well as reported back to the SFMTA Board of Directors within 24 months. Evaluations will inform near-term modifications and long-term designs for streets.


Since quick-build projects are focused on the Vision Zero High Injury Network, often where a longer-term project is planned, not all projects are suitable for quick-build implementation. The SFMTA will continue to work with its City and stakeholder partners on the implementation of longer-term projects that include hardscape safety improvements and streetscape elements.


Vision Zero is a citywide policy passed in 2014 and it is a commitment to build better and safer streets, educate the public on traffic safety, enforce traffic laws, and adopt policy changes that save lives. The goal is to create a culture that prioritizes traffic safety and ensure that mistakes on our roadways do not result in serious injuries or death.

Quick permits are trade-specific permits that can be issued without the need for a plan review. This page outlines the types of work eligible for a quick permit. Please note, most projects CANNOT be permitted as a quick permit, including structural work. A quick permit may only be issued for specific work. Any quick permit issued based on false statements or misrepresentations may be revoked.


ATTENTION: Beginning March 1, 2023, select gas-fired heating and cooling equipment will not be eligible for a quick permit. These projects must be reviewed before a permit can be issued. See details in the Boiler, Mechanical, and Plumbing sections below.


Roof permits and any other quick permits involving exterior work on an individual landmark or within a historic district cannot be issued online via e-permits. For these locations, submit via email after receiving approval from Landmark Preservation.


The boiler and commercial A/C items listed below CANNOT be permitted under a quick permit. Plans uploaded for review must be signed and stamped by a licensed design professional or professional engineer. Starting on March 1, 2023, compressor, condenser, or direct expansion units that serve a heated space, split system A/C units that serve a heated space, gas-fired potable hot water heaters, and gas-fired roof-top units for commercial and multifamily buildings will not be able to apply for a quick permit. Select the Building Log application in e-permits and upload the following information for review:


The electrical items listed below CANNOT be permitted under a quick permit. Unless noted differently below, electrical plans uploaded for review must be signed and stamped by a professional electrical engineer. Engineered plans must contain a one-line diagram, load calculations, fault current calculations, site and/or floor plans, scope of work narrative, code references, and a verifiable digital signature and stamp of the electrical engineer. A roof permit is always applied for separately from the general construction permit, even for new construction. All roofing/siding work on individual landmarks or buildings within a historic district must be first approved by Landmark Preservation.


A permit from Wastewater, Zoning, or the Fire Department may be required depending on your scope of work. Permits to use the right-of-way or for street closures are issued by the Department of Transportation & Infrastructure.
