The U.S. Embassy in Islamabad is seeking an individual for the position of IRC (Information Resource Center) Specialist
(Temporary NTE one year) in the Public Affairs Section.
BASIC FUNCTION OF POSITION
The incumbent has primary leadership and management responsibility for the information Resource Centers (IRCs) in
Pakistan in Islamabad and plays an important coordinating role with IRCs in Karachi, Lahore, and Peshawar. Plans,
develops, and directs a complex and dynamic IRC program reaching a large audience throughout Pakistan. Works closely
with the Washington-based Information Resource Officer. The incumbent oversees the development and promotion of
IRC collections and resources; fiscal management; human resource development; and creation of services. Advises
American officers on development and management issues for Pakistan's four information Resource Centers.

QUALIFICATIONS REQUIRED
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information

1. EDUCATION: University degree (16 year of education) in information science, library science, political science,
international affairs, the social sciences, or American studies is required.
2. EXPERIENCE: Four to six years of progressively responsible experience in the field of information research. This
includes experience in traditional research and reference services, and in the use of emerging technologies and electronic
resources is required.
3. LANGUAGE: Level IV (fluent) Reading/Writing/Speaking in English and Urdu are required.
4. KNOWLEDGE: Excellent knowledge of U.S. reference and resource materials in subject areas emphasized in the
MPP and of current trends and developments in American and host country information science and technology is
required. Knowledge of electronic retrieval and delivery tools, including the Internet and standard information science
practices and procedures is also required. In-depth knowledge of host country and U.S. foreign affairs policies, legislative,
and other domestic issues is required.
5. ABILITIES & SKILLS: Incumbent required skills and abilities include a commitment to customer service,
interpersonal, and cross cultural skills; the ability to carry out reference searches and respond rapidly to complex requests;
independent planning, organizing, and implementing assigned responsibilities; and excellent written and oral
communication skills. The ability to prioritize work schedules and incoming requests, to train, supervise and evaluate
staff, and the ability to write reports and edit outreach publications is also required.
