The U.S. Embassy in Islamabad is seeking an individual for the position of Serial Technician in the Library of

Congress Office.

BASIC FUNCTION OF POSITION

The incumbent of this position receives and processes serial publications in all formats contributing to the

development of this vital research collection. Each year Serials Section processes over 40,000 pieces in over 12

languages in 3 calendar systems. Incumbent plays a significant role in payment and control for over 1400

subscriptions for Library of Congress and over 40 participants in the Cooperative Acquisitions Program. Serials

Technician works with vendors and provides regular feedback on the vendor performance the Head of Serials

noting issues of timeliness, claiming problems, and performance of the vendors.

QUALIFICATIONS REQUIRED

NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information

supporting each item.

1. EDUCATION: College degree (fourteen years of education) in science or arts is required.

2. EXPERIENCE: Three to five years technical work in library acquisitions, serials control, publishing or

bookselling or accounting/receiving work.

3. LANGUAGE: Level III (good working knowledge) Speaking/Writing English and Urdu are required. Level

II (limited) knowledge of one of the following languages: Pashto, Punjabi, Persian, Sindi, or Balochi is required.

4. KNOWLEDGE: Principles of librarianship including library terminology for bibliographic records as they

relate to serials control. Knowledge of research collections and needs of research libraries, knowledge industries

including but not limited to universities, government, think tanks, NGOs as producers of serial publications.

5. ABILITIES & SKILLS: Excellent computer skills with ability to use word processors, spreadsheets and

search Internet. Accuracy and close attention to detail. Ability to interpret elements of title page and volume

numbering of serials for correct data entry and transcription to work independently recognizing the need to seek

advice in non-routine problems.

1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful

candidacy.

most recent Employee Performance Report are not eligible to apply.

4. Applicants for the position must meet the

Trainee level(s) may be established below the full performance grade level listed if not fully qualified.

5. Current employees who have voluntarily reassigned/promoted from one position to another are not eligible to

apply within

six months from the effective date of the reassignment/promotion.

within

one year from the effective date of the training.

DEFINITIONS
