Dear Friends,

Please see if this amendment can be of any help to us:

"Notwithstanding 9.5.12.2(a), a civil servant who has been granted Study Leave with remuneration and benefits for any single long-term training shall be entitled to the full basic pay for the whole duration of the course when the course is held in a SAARC country".

The provision of origin of funding country or agencies has been removed now.

Dear friends, 

What does this statement mean to all of us?

10.2.7.3 - A civil servant shall be entitled to a total of 36 months Study Leave with pay in the entire service period, except to pursue ex-country bachelor’s degree. A civil servant may avail Study Leave without pay if long-term training require more than the entitled 36 months.

Hi,
Good observation. Matter of fact is, because of funding agencies included peoples' interpretation differed. I am sure by now it is crystal clear. Rest is OK like the promotion rules are back to square one. 4 yrs, Diploma can climb till P3, People can move within broad banded position with continuous excellent rating with no required qualification. RCSC maintained the status quo.
