Dear friends,

Its time to again reactivate this forum for discussing the disgusting issue of having to pay 50% of the salary that we enjoyed when we were there at CNR. Any comments? Are you all paying it? Is so, please let me know for I have to ask our accounts sector to deduct it.

If only otherwise interested, individuals may refund. However, this issue needs to be put into perspective of what our Hon'ble Secretary told us the reasons why we were paid full salary. We may also have to recall what the Chief HRO, RCSC told us during the briefing. Discussion and appeal should accomodate these directives they gave us. With kind regards.

dear Friends,
i think we should not accept to pay it back since we are issued with office order in the beginning stating for full pay in the SAARC country. I m still looking for this order and i have asked few of friends (padam n all) to find it out too.. if any of u have the order stating something about it, plz do leme know.

As Towchu sir suggested we should not accept to pay back. I remember one letter it must be from ministry stating that to encourage the in-country training the trainees were eligible for full payment during their training period. But lost and i am searching for this. If found let u know all la.

Auditing is going on in Tsirang Dzongkhag. I was called by head of Auditing team pertaining to 50% refund of salary. He told me, it is not audit memo but an observations. Moreover auditors and HRD section recieved letter from RCSC regarding the refund of 50%. However going through the BCSR 2010, chapter 10, clause 8.2.1 indicates we are entitle for full salary only for 1 year provided it is RGoB funding. Clause 8.2.2 indicates full basic pay for the whole duration of the course when the course is held in a SAARC country under following schemes;
8.2.2.1 GOI PG schoolarship programme.
If our course is funded by GOI, then clause 8.2.2 will suffice our purpose meaning we dont ve to panic of refunding. At the moment auditors were atleast convince by this clause.
Further, they also suggested me to approach higher authority (RCSC) in group pertaining to this issue via proper channel. The same was divulged to Towchu Rabgay, LPO for necessary action.

as dorji wanagchuk stated, it could be an audit observation. however, we should base on 2006 BCSR not the 2010. we should argue as Tashi dendup has written. but make sure no one pays back. we have to argue and fight for it.

The order to do so has already reached my table. The refund order states that if 50% salary is not refunded by the candidate (s), their supervisors as well as the incumbents will be reprimanded.

much is seen n discussed in the forum abt the refund of 50% salary from the second year of our study. i was quite ignorant on this part until i was informed by Tashi Dendup on the subject. if  my points are taken into consideration n valid - i have something to share with u guys. study leave with pay is granted within the SAARC countries n i suppose if i m not mistaken our country is an active member of SAARC. i was told before the award of my study - tat i am grated study leave wit pay thruoghtout my study period n till date no one said any thing abt my refund. so be cool, don't mke things complecated by ourselves. if things doesnot turn out right then we might have to act smartly mena...

Dear Harami,

How can one be cool when the letter to this effect is already on one's table. However, thank you for cooling me down. As far as my authorities are concerned, they believe that I should pay and I could not give any good reasons (because according to the rule their reason is better than mine - but just my conclusion). However, I requested them to wait a moment (just a moment) so that I will pay if all of my friends are paying. But according to the rule I have been told to read by my colleagues here, it looks like we have to pay but let's see what happens since many of us have different views. We also know that our rules are not applied uniformly and that may mean that I have to pay and others who can fight or hide need not pay. I am not sure but mine toh surely have to pay lo la  "CHARO TSHOO".

Very very sad...................moving from problem to crisis

same like snakeman i too recieved an audit observation to refund 50% of salary. now i am waiting for frens on how to proceed further rather than waiting for another 24% addition.
