Re: In-service BSc degree transcript
Sir,
It has been found out that in-service BSc degree transcript issued by the college seems to be not understandable by many colleges and institutes in ex-country. These colleges and institutes asked transcript for the 1st and 2nd year academic period when enquired to enroll in higher studies even if we write or say that it is the nested in-service degree programme. Further they said NOTHING remark like “nested in-service degree programme” reflected in the transcript or in certificate too. It is finding difficult to get admission for higher studies showing the present issued degree transcript.
Therefore, I would like to request to college administration and management on behalf of all the 1st batch degree students to get rectify or re-issue an understandable / universally acceptable transcript so that the aspiring graduates will not have any hindrance to pursue higher study in ex-countries. Some suggestion for the acceptable transcript should be to include or make:
1. 1) 1st ,2nd and subsequent year transcript (by pulling out from the diploma mark sheet)
2. 2) Or write in bold as footnote of transcript like “it is the nested in-service BSc degree programme for which 1st and 2nd years’ transcript is accounted as consolidated marks obtained in the diploma programme” OR
3. 3) Issue to all graduates “the joint letter of validation from college and RUB office stating that it is the recognized or equivalent degree conducted by the CNR under the academic guidance from Royal University of Bhutan”. This joint letter of validation should be signed by the Director of the College, Academic dean of the College, Academic dean of the RUB (if existed) and Chancellor or vice-chancellor of the RUB.

I see that there is no fuss over the provisional transcript issued by CNR. The transcript has to be used in conjunction with the 2 year Diploma transcript. It is possible that the provisional CNR transcript does not carry the footnote which otherwise should. Therefore, those who are applying for further studies outside the country and have problem let us know. Also, note that the 2 year BSc transcript is a provisional one until the original is issued by the Registrar, OVC Office, Thimphu.
