Time complexity of LIRE search algorithm, does LIRE use brute force approach to search?

Hello Folks,

1. I am thinking to use LIRE for image search application and was curious to know the time complexity (Big O) of LIRE algorithm to search a similar image that of given image from the repository of images ( assume CEDD or JCD algorithm).

2. I was told that the LIRE use brute force approach to search?
