In preparation for today's meeting, please find enclosed the soft-copy of the Framework for Durable Solutions. Unfortunately no hard copies are available as UNHCR has distributed all of them to Government/Local authorities/clusters members.

this as to explore if thursday at 2pm at the ocha office is an agreeable
time as there is a scheduling conflict for afew colleagues, including
myself.

in addition to the participants first proposed, abi from watsan cluster
and alexis from food cluster are quite keen to participate.  i have yet to
get a confirmation from the health cluster.

may i propose as an alternative good for thursday at 2pm at the ocha
office.

Dear colleagues,

Following from discussions after yesterday's IASC meeting I feel that it
would be beneficial to meet together next week to further develop the
possibility of advancing an agenda for end of displacement benchmarks at
the joint head of cluster/HTDG meeting scheduled for 30th March. The line
of reasoning is the following:



- humanitarian aid funds are limited and should be directed to the most
needy

- IDPs are considered as a priority group for humanitarian aid

- end of displacement is only considered to have been achieved when the 8
conditions depicted under the framework for durable solutions are attained

- condition 6 of the framework for durable solutions refers to "adequate"
living conditions for formerly displaced persons being available

- the CAP recognises as a priority the attainment of durable solutions for
IDPs



Although the protection cluster, led by UNHCR, should be in a position to
determine whether the other 7 conditions are met for end of displacement,
simple and measurable indicators for shelter, education, healthcare,
water, and food security are necessary to determine that "adequate" living
conditions are available. These indicators should be adapted to the local
context and the realities of over 1,000,000 persons resettling over a vast
geographical area.



Possible benchmarks:

Water: >=2 functioning water points available per parish.

Food: >80% of households in each sub-county are producing >750 Kg from
their own land. LUCYA study to be undertaken.

Healthcare: < 10Km to functioning health centre. Health cluster to define
"functioning".

Education: >=1 dedicated roofed structure available per parish. This could
be a temporary shelter such as UNICEF tent or plastic sheeting structure.

Shelter: ?



Assumptions: 5000 pers/parish, 4 parishes/sub-county, sub-county radius =
10 Km



Regular mapping and assessments would be necessary in order to determine
end of displacement on a sub-county level, and therefore direct
humanitarian funds to those sub-counties considered deficient.
Reconstruction and development funds should aim to improve further the
living conditions and can therefore be employed in parallel.



May I suggest that we meet next week on Wednesday 18th at 15:00 in OCHA?
