GIMP & PKG_CONFIG_PATH environment variables

Hi, I am new to Linux systems (just a couple of weeks of studying and
research). Recently I've made up my mind to switch to Kubuntu Edgy 6.10
(no more than a week) from WIndows.

I am trying right now to install a plugin (Save for Web) for GIMP
(2.2). I know already the installation procedure (./configure, make,
make install). I managed to install a few applications in this way.
When I am trying ./configure command for this plugin it gives me the
following error message:

checking for GIMP... configure: error: Package requirements (gimp-2.0
>= 2.2.0 gimpui-2.0 >= 2.2.0) were not met:

No package 'gimp-2.0' found
No package 'gimpui-2.0' found

Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.

Alternatively, you may set the environment variables GIMP_CFLAGS
and GIMP_LIBS to avoid the need to call pkg-config.

I know for sure that I have GIMP 2.2 installed on my system and not
really sure about GIMPUI. What I do not understand is the PKG-CONFIG &
how to set PKG_CONFIG_PATH environment variables. I read the man for
PKG-CONFIG - still I am at loss.
I would really appreciate your assistance if you can help me.

Thank you very much. With your advice I managed to find the necessary
package (gimp-2.0-devel) and I managed to copy the necessary files
into the directory PKGCONFIG. still after this it has turned out that
some more stuff needed and at this point I gave up. It was already 3
AM. And the plugin does not deserve it as I could do it without it.
