为什么停止类stop_sched_class具有最高的调度优先级?

查了一下，都哪些任务是属于stop_sched_class的。

The stop_sched_class is to stop cpu, using on SMP system, for load balancing and cpu hotplug. This class have the highest scheduling priority.

这么重要的任务，必须优先级最高啊。
