Sound output and Apache/XMMS

I am operating within the framework on RedHat9 regarding
/etc/console/perms and pam in general. I was hoping someone could tell
me what is considered the best security model for an Apache/PHP based
music server that launches various sound apps to play them (in some
cases) locally? In this scenario none of the apps appear to have
access to /dev/dsp, mixer, etc. out of the box so to speak. What
little I have read leads me to believe there are several approaches
possible, including adding apache to a group and configuring
console.perms to keep the <sound> devices set to that group. Actually
this whole mechanism appears broken because I can never get access to
/dev/dsp no matter how I log in remotely until I manually change it.
Of course that setting reverts after a reboot because of pam.
