How to enable root login at console?

Hi !!
I have a 3 node cluster. I have pam/ldap setup on my master node which
has Redhat 9. My other two slave nodes are connected to the master
node.

My problem is that when I am not running slapd daemon. I will not be
able to login as root from the console of slave nodes BUT I can do
remote login as root. If slapd is running I am able to do root login
from the console of slave nodes.

I feel I am missing some PAM settings. Which doesn't allow me to login
as root from console.

Can someone tell me how to enable root login from console? Or the
reason of this problem?
