/var 100% stop mail spooling to partition /var/spool/mail

I am running redhat 7.1 Seawolf.
I have a separate partition for /var and /var/spool/mail. When /var
reaches 100% mail will stop spooling to partition /var/spool/mail,
eventhough there is plenty of space on this partition. Can somebody
explain to me why this happens?
