Unable to allocate a pssword to a user in RH7...

I have a RedHat 7 box that is being used as an Internet gateway at my home
and I have created a new user (guiness) and am attempting to allocate a
password to them.

This is what happens:

login: brad
Password:
Last login: Fri Dec 29 09:47:37 from bradhome
You have mail.
[brad@homeproxy brad]$ su -
Password:
[root@homeproxy /root]# passwd guiness
Changing password for user guiness
New UNIX password:
BAD PASSWORD: it is based on a dictionary word
Retype new UNIX password:
passwd: Authentication token manipulation error
******************************************

The password is also "guiness" but I have tried different user names and
passwords but they are all the same. Does anyone have any idea why this
could be happening?
