adding users

I've can access the root account without problems, but I've not been able
to figure out how to add another user, assign that user to a group or add a
password for them....

Is there some utilities that easily allow me to do this?

from the command line you can add a user by typing:
adduser blahblah
..then
passwd blahblah
then type in their password

You could just use userconf
