Linux Advice/Programs for Windows:

The current OS is: Windows XP Professional with NTFS file system.

Other than PAN and Star Office, are there other Linux programs that run in
windows (image editors inparticular) that I could learn/work with BEFORE
moving to Linux?

A lot of the applications you can run on Linux are developed by
various people in the community and licensed under the GNU public
license. Try looking at the Free Software Foundations's web site to
see which programs have been ported to both Linux and Windows.
