You're using KDE so click the K(coglike) starter button, click Internet and
then click Kppp (all left mouse button).
What you do next will be obvious; if you haven't set up Kppp properly you
should get a series of set-up screens to fill.
You might like to left-click the Kppp icon from K>Panel>Add
Application>Internet>Kppp display to fix the telephone image onto the
panel at the bottom of the screen. Then you simply click it each time
you want to dial up.

If the ppp daemon isn't installed you can install the rpm using whatever
package manager is installed on your system. The package manager will put it
where it needs to be, probably in /bin or /sbin, I can't remember which. You
can type "ps -a" at the command prompt to see if it is running. If it isn't
you can run it at the prompt by just typing "pppd". If you want it to run
automatically at startup you can put the command in one of the startup
scripts.
