Where is 'configure' in Qt 3?

I need to build ODBC plug-in/driver into Qt 3. I found that I need to
do the following:
./configure -qt-sql-odbc
but I cannot find 'configure' in /usr/lib/qt3/ or any other
directories that contain qt stuff. I can only find 'qtconfig' but
there is no option there for me to build the driver. Can someone point
it out for me? Thanks.
