Target blank in ARP request

I have a Linux box running RedHat 6.2 (kernel 2.2.14) and
ax25-utils-2.1.42a. When my system sends out an ARP request, the target
field is empty so it obviously gets no reply. When my system receives
an ARP request for which it should answer, it doesn't answer. If I
manually populate the ARP table then communications are fine, but that's
not a practical solution. Why would the kernel act so brain dead, and
what can I do to fix it?

I have recently completed a 6.2 upgrade and have the same ARP problem as
paul.
The target of the ARP request is empty.

Ideas?
