Bug#815950: wiki.debian.org: "You are not allowed to access this" should explain why

Several users on reddit reported getting a "You are not allowed to
access this" error when accessing the Debian wiki using a VPN.

The error message wasn't clear to them. Maybe you could offer a page
that explains possible reasons why someone was blocked and suggest:

* Turning the VPN off
* How to file a bug to get unblocked.

Have you tried to find out, where this happens? I.e. the source code for
this? Then you could maybe send a patch?
