apt-get install netscape

to
use apt-get install communicator or apt-get -u
communicator Either of those will get all packages
required for Netscape 4.?

netscape-v304-export.x86-unknown-linux-elf.tar.gz can (could?) not be
distributed on Debian CD. Therefore, the relevant Debian package is only an
installer. It expect the tar ball (*.tar.gz) to be in the /tmp directory with
the name specified.
If you insists on installing this specific netscape version, you have to find
that file and download it to the /tmp directory. It could be that it is still
in the specified location, ftp://archive.netscape.com/archive/navigator/3.01/un
ix/netscape-v304-export.x86-unknown-linux-elf.tar.gz
